Central to the Chamber’s objectives is the aim to expand opportunities for Virginia businesses, particularly those owned by individuals who have historically faced discrimination, prejudice, and obstacles. The organization is committed to supporting the growth of these enterprises, recognizing that it leads to the creation of local jobs, opportunities, and a cycle of mutual benefit that positively impacts marginalized communities throughout the state.

The Chamber is excited to disclose that one of its key legislative priorities, HB 1361, has progressed to the Governor’s desk for consideration. This critical bill seeks to provide Virginia businesses with a competitive advantage in securing government contracts over out-of-state vendors. Furthermore, the legislation has been strengthened by the addition of HB 164, a visionary provision conceived by esteemed Leadership Board Member James Lewis in April 2023.

HB 164 empowers local governments to establish a contracting preference for local businesses, further enhancing the economic prospects of homegrown enterprises. Less than a year since its inception, thanks to the resolute leadership of the Virginia Diverse Chamber of Commerce, this transformative vision is poised to be enshrined into law in the Commonwealth.

In expressing gratitude for the support received, it is essential to acknowledge the invaluable contributions of Delegates Michael Feggans (D) and Karen Keys-Gamarra (D), who championed this crucial initiative. While Democratic members spearheaded the effort, it is noteworthy that the bill passed the House of Delegates with a unanimous vote of 99-0 and the Senate with a unanimous vote of 39-0, demonstrating unanimous support from all sides.
