Jarrod Elwell
Community Development Advisor
Jarrod Elwell is a seasoned professional with nearly three decades of experience in community development, currently serving as the Community Development Regional Manager for the Federal Reserve Bank of Richmond, overseeing operations in Virginia and Washington, D.C.
In his role, Elwell leverages his expertise and passion for social justice to design and implement innovative programs that foster collaboration among diverse stakeholders from the public, private, nonprofit, and philanthropic sectors to address complex social challenges. His commitment to driving positive change and creating sustainable solutions has been a hallmark of his career.
Before joining the Richmond Fed in January 2023, Elwell spent 12 years at Enterprise Community Partners, where he provided crucial housing and community development technical assistance and capacity building support to various entities at local, regional, and national levels. His leadership roles in nonprofit organizations focused on housing, social services, and youth and juvenile justice have equipped him with a well-rounded perspective on community development issues.
Elwell holds a bachelor’s degree in environmental studies with a concentration in law and public policy from Binghamton University, a master’s degree in management from the University of Maryland Global Campus, and a Leading with Impact Certificate from American University. His educational background, combined with his extensive professional experience, positions him as a dynamic leader dedicated to driving inclusive economic growth and fostering vibrant, diverse communities.
