Gibbs pursued higher education at Central State University, where he earned a Bachelor of Science degree in Accounting. In 1984, he commissioned into the United States Army Reserve, marking the beginning of his distinguished military journey. Over the course of 27 years, Gibbs displayed unwavering dedication and exceptional leadership skills in various roles, both domestically and overseas. He proudly served his country during two deployments to the Middle East in support of the Global War on Terror, demonstrating his commitment to defending freedom and promoting peace.

Gibbs has dedicated over 30 years of his civilian career to supporting small and emerging businesses through the programs developed by the Small Business Administration (SBA). With a strong focus on economic development, wealth creation, and job opportunities in low-income areas, Peter has made a lasting impact in his various leadership roles.
Throughout his career, Peter held key positions within the SBA, including serving as the Director of the Office of Surety Guarantees (OSG) for 16 years. In this role, he successfully established federal partnerships with leading Surety Companies worldwide, enabling small businesses across the United States to access over $9 billion in surety bond credit annually. Peter’s strategic vision and expertise were instrumental in launching and managing programs that provided essential financial support to entrepreneurs, allowing them to pursue growth and success.
In addition to his role in the OSG, Peter also served as the Deputy Director of the Office of New Markets Venture Capital for 14 years. Through this position, he played a significant role in expanding access to capital for underrepresented businesses, fostering innovation, and stimulating economic growth in underserved communities.
After retiring from the United States Small Business Administration (SBA) in August 2021, Gibbs embarked on a new entrepreneurial journey by establishing his own business in Bowie, MD. He founded Foundation Surety & Insurance Solutions, a company dedicated to providing vital financial support and insurance solutions to small and emerging businesses.
Under Gibbs’ leadership, Foundation Surety forged strategic partnerships with renowned national companies such as International Fidelity Insurance Company, National Mutual Insurance Company, The Hartford, and Liberty Mutual Insurance Company.
